@Andrew, at DNS Belgium we have KYC procedures for the most suspicious registrations since a few years. Unfortunately the procedures are not always super easy for registrants which has so far prevented us to apply to all registrations. see https://www.dnsbelgium.be/en/news/1-year-registrant-verification
